No. There is one endpoint that starts a call, and it runs the gate before it does anything else. Auto-dial ends up there, the click-to-call button ends up there, and so does the REST API. No override flag, no admin skip, no second dial path.
Release any number from the Numbers tab. It comes off the carrier account and off your subscription in the same moment, prorated. Numbers are month to month and are never bundled into a term.
